TEMPORARY AUTHORITY FOR COVID-19

RELATED CREDIT CARD PURCHASES RESOLUTION 2020-013

THE BOARD OF COMMISSIONERS OF STARKE COUNTY, INDIANA (the “Commissioners”) issues this RESOLUTION in conjunction with their declaration of a Local Disaster Emergency in Resolution 2020-012

The Local Disaster Emergency Resolution authorizes and directs Starke County officers, agencies, boards and staff to mobilize a rapid response to the address and ameliorate the effects of COVID-19 in Starke County.

The Commissioners are advised that procurement of critical COVID-19 supplies, such as Personal Protection Equipment (“PPP), often requires both rapid action and use of credit card or similar method because payment by the usual invoice method is not available. The Commissioners therefore hereby temporarily amend and relax the county’s Credit Card Policy Ordinance of 2019 to authorize county officials and staff to make credit card purchases but solely for materials and supplies directly and critically necessary for the emergency response to the COVID-19 pandemic and for use in Starke County, Indiana.

All such uses shall be promptly reported to the Auditor, and shall include a description of the items purchased, the number of units, the unit and total cost and all additional expenses (e.g. shipping and handling) associated with the purchase. If not obvious, a brief explanation of why the purchase is critically related to the COVID-19 response shall be included.

This authority is temporary and shall terminate by order of the Commissioners, or at the termination of the Local Disaster Emergency, whichever is earlier.
